In defense of Finfinnee during occupation (1880s)

We are all aware of present highly charged claim and the conspiracy theory over Sheger. There are deliberate political misinformation and hate propaganda speeches going around Finfinnee ownership by nefxangnoch [gun carrying conquering army] or so called Menelik settlers. Perhaps today we will turn to the big question many people asking “whose city is Finfinnee “?

The purpose of this paper is to tell everybody, friends and enemies that Finfinnee is inalienable Oromo city.

Finfinne also referred to as Sheger, is the Qube Generation name but as I grow up using Sheger I am going to use both names interchangeably.

There are mountains of evidences that Sheger is Oromo city, but here are ten points as part of the story you need to know about Sheger.

Whose city is Finfinne?

Before answering this question, I want to quote what a demagogic neo-neftegna ex-Semayawi Party Chairman said. “There is no country so called Oromia or a city known as Addis Abeba” This is just saying you don’t belong in Ethiopia. Of course, neo-neftxegnoch say that Oromos don’t belong in Ethiopia, yet this only makes sense if one also believes Indians don’t belong in America. It’s quite obvious listening to this chap and other neo-nefxegnoch who hadn’t taste the foggiest notion of Finfinnee, demonstrates who the neo-neftxegnoch really are. The fact of the matter is that the angry, confused privileged nefxtegna extremist groups are not only claiming Finfinnee, but trying to turn to hate propaganda and ethnic violence in the country. Lie and hate propaganda is becoming the new norm of Habesha politicians. I do not want to respond to the fake nonsense propaganda, but I want to give truth with facts why Finfinnee is a fundamental inalienable Oromo city. Although there are tons of evidences based on geography and historical facts, memory of wars and legal aspects to support Finfinnee belongs to Oromia it is enough to give 10 points only.

Here are the ten point check lists that confirms Sheger/ Finfinnee as Oromo city.

  1. Facts of Geography

The first step in understanding Sheger/ Finfinnee as Oromo city is to start with a geography.

Finfinnee is situated on the center of Oromia and lies between Entoto to the north and extended south to the beginning of great wide open Adaa Plain.

The topography of Entoto is the water shade of north and south of Oromia. All rivers on the north side of the mountain flows and emptied to Murur River [Abay] and on the south side to Awash River. Prior to the occupation by Menelik, Finfinnee city limit was on the north Entoto on the south Akaki Beseqa, on the east Kotebe/Gergi and on the west Kolfe/Gafersa.

Therefore, Sheger is lying in the center and heart of Oromia and there is no geographical or legal justification for Menelik settlers to claim sovereign right over Finfinnee?

So, whose city is Sheger?

Sheger Handhuura Oromiyaatii.

  1. Historical Realities

The second step in understanding Finfinnee is to learn the history of early people living there long before the conquest of Menelik. We need to return to our ugly past history, starting from Menelik`s invention. Prior to 1880`s, Sheger was the seat of several Oromo Abbaa Gadaa leaders and has been historically inhabited by Tulamaa tribes of Gulalle, Yekaa and Galaan.

Menelik used to live at Ankober, Amhara region before transferring his residence to Entoto. He gradually moved to Daalatti, where present Menelik Palace is situated. The site seemed attractive because of its hot spring water good for health. Menelik rather his wife Etege Xayitu remembered as builder of Finfinnee and adopted the new name Addis Abeba [new flower].  Abeba is a beautiful fantasy name for the victors and their life is flourishing while the Oromo farmers living under enormous suffering and hardship.

One of Menelik’s first effort was to divide/share the Oromo land to his army, otherwise known as “nefxegnoch” [conquering army]

He eventually introduced the “The Land Act known as “Qaalad”.

Menelik granted separate land ownership in accordance with ethnicity as follows:

  1. Siso lemengist – [One third to the government/ royal families and the aristocracy].
  2. Siso leqadash – [one third to church or the clergies]
  3. Siso Legebar – [one third to individuals as tenants]

The Orthodox Church squandered one third of land in Oromia and still taking land in the name of God. The Orthodox Church always existed side by side with the government and they work in tandem when it comes to land grabbing, they are on side of same coin.

There were also three types of governorship in land taxation depending on the ethnicity and submission to Menelik`s conquest.

Yerest Hager – Full ownership of land allocated to the Amharas and Tigrians and also land in                Oromia and Southern regions of the country belonging to Amhara Settlers.

Yegebar Hager – land where Oromos made no resistance and surrendered and then given                              special status with light taxation. Wolega and Jimma provinces were in this category.

Yebaria Hager – slave land. Those who fought against Menelik and defeated and became slaves. They were given a native status, and heavy tithes extracted from them.

Slavery was widespread in Ethiopia and accepted as part of life. Captured prisoners of wars were considered slaves.

King Menelik himself had more than 70, 0000 slaves. In those days as it was in many countries, slave trade was a big business to earn foreign exchange for buying guns and other imported items from abroad. Later, Ethiopia accepted the international anti-slave trade law and Menelik banned the slave trade in the country. The slave law was specific. Perhaps, you may have heard his famous saying “even Galaas should not be sold. “ What it meant was that the Gallas (derogatory name for Oromo) were slaves. It is more humiliating how the Gallas as they used to be called at the time were treated differently and not equals with Amharas. Being an Oromo by itself carries social stigma and with Oromo identity, no matter how good you are you can never be an equal with the Amhara ruling class. We are still called “gosagnoch, xebbaaboch, tsere andinet hayloch, Onegoch, etc.” (OLF). They thought Oromo nation would be assimilated and would dissolve and fade away. However, Oromo`s culture, language, self- determination now is reviving and no one can stop it.

  1. Name of Places Change

The nefxegnoch, first took lands from Oromos and then change all the names of places, regions and towns and gave them all Amharic names. There are more than 20 names changed in Finfinne alone but I will list only ten.

Remember, Italian names like, Piyasa, Merkato, Kazanchis, Popolare and Bambis has been kept but Oromos names dismissed.

Even the names of mountains and lakes near Sheger has been changed:

Gaara Eegdu        =       Menagash Terara
Gaara Cuuqaalaa   =    Ziquala Terara
Qooqaa                 =     Gallila

Individuals also have changed their names to Amhara names that they do not want to associate themselves with Oromummaa.

Changing names remind me of my neighbor Ato Abreham during Derg rule, who happen to be a director of elementary school behind Bole Airport. Original name of the school was, Bole Bulbulaa but changed and given new name,’’ Ayer Amba’’. When I asked the director the reason for change? He said the old name was a peasant name, given by farmers living there before.

Oromo history and culture has been banned absolutely, scoffed at and ridiculed. It was illegal to teach in Afaan Oromo and condemnation if you speak Oromigna. Up until recently there were no school in Afaan Oromo in Sheger. There is now one cultural center but no institution mark of history representing Oromo.

So then, whose city is Finfinnee?

Biyya nubaasanii, maqaa keenya awwaalani.

  1. Abbaa Gadaa Rulers before Conquest

Prior to 1880`s to Habeshas conquest Finfinnee was the seats of several Abbaa Gadaas with their individual chiefdom. Some of them refused to accept Menelik’s seizer of their lands and took arms to defend their lands. There were armed resistance with real wars. The Balabats were not a military match for Menelik army because, they lacked central organization as well as modern arms for effective defense against the enemy. Some of those who accepted Menelik’s rule and made peace survived but those opposed crushed.

The military offensives were generally carried out under the command of Gobana Dache an Oromo who master minded the conquest of Oromia and creation of first Habesha Empire. Gobana took most of the territories in Oromia peacefully through diplomatic negotiation.

In 1893, Tufa Muna, ruler of Gulalle in Finfinnee (there are 5 Gulalle places) called all his people unite to fight Menelik. They made stubborn heroic resistance, but victory was not theirs.

We can get only a small picture of the life and death of Finfinnee Balabats,  but here is a short list of five names who were purged, lynched, locked up [ gizot] prisoned and killed by Menelik.

Abebe Tufaa
Guraaraa Lataa
Jaamo Debele
Qajeelaa Dojoo.

Many, refused to give up their land or pay tribute, and revolted against the feudal land rules has to flee Finfinnee or migrate to other areas.

So then, whose city is Finfinnee?

Finfinneen kan Oromoti, mirga keenya.

  1. A City of Blood

Since the conquest by Menelik, wars have been fought over Sheger in varying ways

The struggle for Fifinnee is not cheap but expensive because for more than a century wars have been fought and blood flowed over Finfinnee. According to Dr. Tsegaye Ararsa, Finfinnee is considered a “city of blood”

Why Finfinnee is so called a city of blood? Perhaps this question can be answered by considering the struggle and sacrifices made to Finfinnee.

A/ Menelik war of conquest

B/ The Oromo Patriotic Resistance Forces during Italian occupation.

C/   The Qerroo uprising that claimed the life of more than 5000 people.

The first point takes us back to the wars with Menelik, where Abbaa Gadaas refused to surrender and took arms to defend their land and right.

The second point takes us to the time of Italian occupation of Ethiopia. All but, the majority of the Patriotic Fronts resistance fighters who took offensive against the occupying force Italy were Oromos.

After defeat in Machew Haile Silasse left the country and remain in exile in England for five years. The Resistance Forces, mainly in Showa Oromia region fought a gorilla type wars against occupying Italian forces.

Many fought and died but the following lists includes some common names fought courageously for five years for the whole country and often launching attacks and forming offensive ring round the city of Finfinnee:

Abune Petros [Magarsa Badaso] Balcha Abba Nefso [Balcha Shafoo] Garasu Duki
Kebede Buznesh
Jima Senbete
Jaagama Keloo and many more
Abune Petros died the death of martyer in refusing to accept Italian rule.

The most prominent was Balcha Abbaa Nefso who defended Finfinnee against advancing enemy forces. Even after the city was occupied Balcha advanced up to the skirt of the city made siege to the city and engaged in war with Mussolini soldiers and bandas.

Another, unsung hero among patriots who fought and died against the Italian was Jima Senbete from Sandafa, near Sheger. An Italian army commander during the war and who was visiting Ethiopia during Woyane period was asked whom he think was war hero among Ethiopian Patriotic Front? He said Jima Senbate, demonstrated unusual heroism and extraordinary courage by destroying a convoy of more than 30 army trucks and causing great causality to our forces.

The third and an important point to consider as a city of blood is the “Evil Master Plan”. In 2015 – 2018 Oromo National Youth Movement “Qerroo” rose up to halt the Master Plan during which by some estimate more than 5000 Qerros sacrificed their lives, 25,000 wounded and more than 50,000 imprisoned. This does not include those killed or disappeared by death squads falsely accused of supporting OLF. The PM Abiy swept into Menelik Palace on the struggle and sacrifices by Oromo Youth never been paid. It troubles me when I hear popular nefxtegnas slogan “demachinen afsen axintachinen kesksen yaqnawen hager” [the land we own with our bones crushed and blood flowed]. Of course, they are trying to framing fake history for vain glory. In truth, at least 60 % of those fought and died at the Battle of Adwa and latter in Maychew were the Oromos. No one has suffered and died for Ethiopia and Finfinnee more than the Oromos. We have given everything to the nefxegna, our land, and language and culture identity including our lives for Finfinnee.

Remember, also the 700 innocent Irreecha worshipers massacred in Bishooftu October 2, 2017.

It is time to ask ourselves, why all these people died.

So then, whose city is Fnfinnee? The clearest is found in this phrase:

Lafa keenya, lafee keenya (land of our bones)

 Oromo Singers and Musicians

Here, are names of several prominent singers who lift-up their voices with courage and their music vibrating mind and soul and galvanizing force. I want to include to the above patriotic names, singers and music writers of our time for their bravery and use their words, music and inspirational songs. They evoke inspirational feelings have a great influence in Oromo struggle. People are delighted and filled with joy when they listen to singers like Ittiqa Tafari, Haachaluu Hundeessa, Nohoo Gobana, Ali Birraa, Elfinesh Qannoo, Galaana Gaaromsa, Caalaa Dagafaa, Caalaa Bultume, Falmataa Roorroo, Falmataa Kebede, you name it. I want to express our gratitude for their inspirational music and songs particularly emphasizing Evil Master Plan and Qeerroo uprising and sacrifices made.

  1. Finfinnee Administrative Capital of Showa Oromia Province

First, there is no question that Finfinnee is recognized as administrative capital city of Ethiopia and also owing to its unique location Finfinnee has been the administrative capital of Showa Oromia.

During Haile Silase`s reign and Derg period and up until TPLF took the realm of power, Sheger had been an Administrative Capital of Showa Oromo Province. The Head Office was located at Kazanchis in Sheger. There is interesting parallel between Oromos and other nationality groups in the country. All Ethiopian ethnic groups have regional capitals. During Haile Silasse and Derg all the 14 provinces had their capitals: Mekele, Gonder, Nekemte, Yirgalem, Harar, Goba, Debre Marqos, Asmara, Jima, Asela, Dessie, Matu, Finfinnee and Arbaminch were provincial capitals established along ethnic lines. Just like other nationalities the Oromos deserve their capital city and Finfinnee is the capital. Of course, at the same time Finfinnee is recognized as the administrative, economical, industrial center and capital city of the country.

After 1963 Finfinnee recognized as the main meeting place of head state of African Union and head quarter of Economic Commission for Africa and ultimately become the capital city of Africa. The irony is that Finfinnee is recognized as capital for Africa but not to Oromia! Reverse question is, suppose, the Nigerians claim Finfinnee as their capital city, what would the neo- neftegnoch answer be then? When will the neftegnas come out of back word Menelik mindset, culture of lie and deception politics and work for peace and unity? False and denial of historical truth help no one.

So then, whose city is Finfinnee?

  1. The Tigrayan Led EPRDF

In 1991, another occupying power TPLF entered Sheger triumphantly started a systematic land grabbing, evicting and displacing hundreds of thousands of Oromo farmers. They also began annexing large areas of territories to Finfinnee.

During Haile Silasse and Derg rule the Finfinnee municipality city limit were to the north, Entoto Mountain, to the south, Akaki Basaka, to the east Kotebe / Gerji and to the west Gafarsa. For the last three decades, the city has grown both within and beyond. TPLF followed the pattern of Menelik, displacing and taking land from Oromo farmers. They extended the municipality boundaries into neighboring Oromia regions and hundreds of thousand farmers were forcibly evicted and expelled from their original homes, with little financial compensation or without. It was a devastating thing to the farmers, they lost not only their farmlands, but they lost virtually every think, houses, farm animals, trees and all their possessions. Looted land was distributed or sold to their fighters, [Tegadaly] relatives and high-ranking government officials. The regime also illegally arrested and imprisoned tens of thousands for simple critics and oppositions against the land robbing, often accusing them as enemies of the state. Those opposing land robbing and displacement were accused of being supports of OLF and were imprisoned and tortured often killed.

Furthermore, the idea of land robbing has dual purpose.

First, it is part of neo-nefxtegnas colonial rule and common conspiracy theory not to give up their century old utopia dream as sole rulers of Ethiopia?

Second, more importantly, it carries racism and nasty vision of weakening the Oromos economically, politically and culturally

  1. The Evil Master Plan

In 1991 Tigray People Liberation Front [TPLF] entered and occupied Finfinnee triumphantly. Prior to their occupation the city had six administrative regions, Gullalle, Kolfe, Nifas Silk, Akaki, Bole and Yeka, comprising total area of 65 hectors. TPLF land seizer by force went on an accelerated and alarming scale and the city eventually doubled in size reaching 122,000 hectors by 2015. But every city has boarders, but Finfinnee is without boarder. Some 30 regions and towns in Showa Oromia is amputated and added to Finfinnee. They had undisputable authority and privilege over everything. They purposely spread settlement over vast areas, building condominium and brought large numbers of new settlers, to change the demographic composition. As part of their effort, hundreds of thousand Oromo Farmers were evicted and displaced, some were displaced for merely being Oromos to weaken Oromos economically and politically

The Master Plan did not stop, it is going to continue as New Master Plan or Plan B. It is known as Abiy`s Rehabilitation Project. Plan B or back door plan is more or less similar to Evil Master Plan but different style.  First, is to build High End Apartments and Mall. The second is River Side Rehabilitation and Tourism Attraction Project. He is more concerned about the plan than the 3 million displaced and suffering. Be on your guard Plan B is coming! I will come to Plan B in details in future.

  1. They Came to Finfinnee Empty Hands and Empty Pockets

The ninth and important point is that Menelik settlers or nefxagnas came to Finfinnee first as colonizers by forceful invasion. Later, others came by choice in search for work or better opportunity. All came empty hands and empty pockets without a penny. They came to us.  We did not go to them. They evicted and displaced the Oromos from their land as well as obliteration of Afaan Oromo and culture. All high government administrative positions reserved for them as well regulating trades and businesses. Today they have undisputable authority and privilege over everything in the city. They have the right to evict the poor farmers as they wish at any time and take their lands. Here is what one farmer said to me in Bole Bulbulaa “the government wants the land for lease, so they ordered us to leave the area, they have given us three months to leave our farms and we took our children and our animals and our belongings and vanished to unoccupied area. We lost and dispossessed of everything, trees, and vegetables. We have nowhere to go. We setup small shanty villages, built our homes from iron sheets, we don’t have drinking water or electricity. We can`t do anything. No one was listening or paying attention to our grievances”. He was full of anger and sadness and left me with these poems:

“kun biyyaa baatee
Kun kadhattuu taate
Kun biyyee taate”

The last 27 years, land grabbing had reached maximum and radically changed the demographic situation and the Amhara population have become the majority. The relevant point, however, is that because they are majority in number, they started claiming Finfinnee as their city only.

The lives of settlers flourished, and they become wealthier, while Oromo farmers become poorer and suffering. The newcomers are living in splendor while most of the Oromos living in dire poverty. Land for Oromos is bread and butter issues. It is also the foundation of Oromo identity but for them it is prosperity, pride and privilege and political power. They say that” behind every fortune there is a crime”.

So, whose city is Finfinnee? Finfinnee is undisputed city of Oromia!

  1. The Majority Rule Right

The tenth and hard point is a conspiracy theory of the majority spoken language right. Nefxaygnas came to Finfinnee first as conquerors and later by choice as settlers with empty hand and empty pocket without a penny. Finfinnee is a multi-ethnic city, but because the majority of its inhabitants speaking Amharic, the Amharas claim that it is their city. There are no reliable census, but the Amharas consider themselves as the majority and as in the belief that accordingly the majority rule the city belongs to them. There are Oromos who do not speak their mother tongue, but speak only Amharic, are regarded as Amhara.    

The Habesha ruling classes brought large number of their settlers intentionally, to change the demographic composition of Finfinnee City dwellers. The last century millions of Oromo farmers were forcefully evicted from all over Oromia including Finfinnee and millions new settlers came to Finfinnee alone. Diverse ethnic groups live in Finfinnee and is ethnically divided city, but the Amharas are reported a significant majority. What is really irritating is that by being a majority only, they think that they have legitimate representation over Finfinnee. Furthermore, they are trying to re-invent the old empire rule and cry for assimilation, homogenization and centralization. They thought that the Oromo nation would be assimilated and would be dissolved and fade away just like Qimant and Agew people. They chose to promote the interest of the hegemonic neo- neftegnoch fascist groups and label the oppressed Oromo people as anti- unity. Of course, they fear and hate the Oromos and out of frustration and hopelessness they are engaged in lie conspiracy propaganda campaign against Oromo.

Another of their conspiracy theory is an argument of Finfinnee as Federal Capital City. They argue that Finfinnee being a Federal District, Oromia has no jurisdiction over the city. The fact of the matter is that Oromos natural right, historical and geographical facts should not be decided by a majority spoken language. The nafxagnya groups have no moral code, ethical, or legal principles and their claim over Finfinnee are void and null and unaccepted under any circumstances.

One Final Point

Please don’t think I am not saying that all other nationalities speaking different languages and living in Finfinnee are not citizens of the city. Their rights and protection are guaranteed and equal to Oromos, with obligation, accepting one core crucial truth. Sheger is Oromia and under OROMO jurisdiction!

How ironic that those conquerers and migrant settlers should claim Finfinnee their city? The same people who evicted us make us poor is now trying deceiving and conspiring for the ownership of Finfinnee.

Baherdar is for Amhara alone but Finfinnee is for all. Such false claim holds imminent danger to fuel the fire to peace and unity. By the way we all remember that one of the standards of being Ethiopyawenet is speaking Amharic. Non- of us are good enough to be called Ethiopianess unless we speak Amharic. If you don’t speak Amharic you are condemned and called zeregna or gosegna (racist) or OLF.

Oromos still faces big problems, worse than before. Today there are widespread violence fighting and sufferings as the result of which an estimate of more than 3 million people are displaced, making Ethiopia the highest number of displaced people globally. Those same people who facilitate land sale, eviction against innocent farmers now trying deceiving and confusing people with different agenda for restoration and promoting the interests of nefxangna. The new Abiy administration is trying to roll back the gains made by Qeerroo. In fact, they have no clearcut policy and so creating disputes over the ownership of the city.

We Oromos are kind and generous people. We welcome everyone in our homes with open hearts and love. We have given up everything, land, culture, language and beyond but nothing is given back to us. We are friends to everybody, but we have no friends. We are victimized in our own homes. Some think that Oromos are coward and meek. But meekness is moderation, patience and not cowardnesse and of course the naftxegnas don’t understand that a meek person can have anger when treated unfairly. It is naïve to expect any good will from these people. Of course, we have to blame largely ourselves for being complaisant. We want peace and unity, but they invite crisis and violence, hate and divisions.

Peace and unity will come by justice. Justice can be achieved only through the rule of law. Using lawsuits and other forms of legal action will not work with our Habesha rulers. The rule of law can prevail only in democratic state. And Ethiopia is no democracy.

So then, whose city is Sheger?

Finally, here are guidelines “Blueprint” how we approach Finfinnee issues 

[1] First, and foremost stop the expansion of Finfinnee or annexation of territories by displacing Oromo Farmers. An influx of new settlers is a potential demographic danger to land loose and wiping out the Oromos from land ownership. [2] Second, no land sale or lease for indefinite period of time.

(3) No to so called “Special Statute or Exclusive Right” over Finfinnee.  There is no middle ground and we do not have to ask anyone on Finfinnee.

(4)  Do not get into argument over Finfinnee with Nefxannyngna. I tell you this one hundred percent, it will not get you anywhere. They live in a culture of lie and deception, no common decency, moral code, ethical or legal principles. They are completely out of touch with reality and it is naïve to expect any good will from them. Even if we give them all lands up Adama and Ambo, they will never abandon their efforts to claim for more lands.

Of course, you know their popular slogan, ‘’God created the earth, the Amharas created Ethiopia, we Oromos are crated to be their subjects”.

(5)  Let me make it loud and clear, we have absolute inalienable natural right over Finfinnee. The case is not only about geography, history, justice and legal precedent. It is beyond all these. Moreover, it is a question of use of arm intervention to implement policy of colonial expansion. Sheger is “sabboonummaa keenya/Oromummadha. It is to be or not to be.” If we can`t have the city of Finfinnee, neither can anyone else!

(6)   Sheger is non-negotiable, the status of Finfinnee will never be resolved through negotiation or compromise or memorandum. Nothing logic, truth, compelling evidences works with neftxegnas, anything that will start by negotiation with Habesha is doomed to failure. No deal over Finfinnee!

(7) Finfinnee should never be determined by a majority ballot box. It is not who speaks Amharic, Guragna, or not even Oromifa. We cannot trade our fundamental natural right to which we are inherently entitled because majority of language spoken. There is no giver or taker of Finfinnee! The fact of the matter is, no matter how much you give they will never stop at anything.

(8) Present Oromo government under OPD/ OPDO Administration seems, toiling to fulfill in the wishes and interest of neo-nefxanygna extremist demands. OPDO/OPD brought no solution to the bigger question of Finfinnee. Top leaders are weak and preaching double standard. The Oromo people who are seeing some light at the end of a tunnel, hopping for justice, peace and democracy is not yet achieved. We are still under occupation, but Finfinnee is more occupied than any region in Oromia. Policies and practices that exploit and penalize defenseless farmers are still exists. The Qeerroo struggle and sacrifices have never been paid and everything Qeerroo fought and died for never been answered. In recently published book someone calls the Qeerroo Movement as “hijacked revolution” by Abiy government

Finally, I want everybody to remember this, nobody in the world, nobody in human history, has ever gotten their freedom by appealing to the moral sense of the people were oppressing you.

All time, as I say at the end my papers, I will say it again “Freedom is taken, not given”.
So then, Finfinnee is taken and never given.
