This picture best depicts the current state of affairs in Ethiopia. The rule of gun has been defeated and delegitimized. Yet it has not been replaced by rule of law. This has created a state of both excitement and confusion. These police officers know the rules they used to enforce are no longer legitimate. They know the rule that put this prisoner in jail is no longer valid but they don’t know what rule can be used either to keep him in jail or free him. They are sympathetic yet confused and helpless. Unless this confused state is cleared up quickly by replacing the rule of gun with rule of law, lawlessness and anarchy will creep in. For instance for now this prisoner is obeying the officers not because he is scared rule of guns as in the past but because he is hoping rule of law will arrive set him free soon. If rule of law is delayed, hopelessness will make him start disobeying. The officers will be forced either to resort to the delegitimized rule of guns or make their own version of rule of on spot and stop enforcement work by releasing the prisoner without authorization from above. Wither way breakdown order begins and substate failure becomes common occurrence. In another name, anarchy!!
