First charge – against 1st, 2nd, 3rd, 5th and 6th defendants:

  • The offense of contravening articles 32(1)(a) of the FDRE Penal Code of 2004 and articles 3(1) and 4 of the Anti-Terrorism Proclamation (652/2009)
  • Participating in the offense by accepting through act and intent the commission and consequences of the offense, committing the offense of planning, preparing, conspiring, inciting and attempting to commit an act of terror by becoming members of the terror organization calling itself the Oromo Liberation Front (OLF), organizing themselves by cell structure and having assigned duty and responsibility, recruiting members; planning, preparing, conspiring and inciting an act of terror by providing support (material and arms) to armed members of the organization in a forest around Western Shoa zone, Adeaberga Wereda, Wolonkomi; accepting a mission to kill Lebeta Fufa, whom they said was working with the government, preparing by doing surveillance on his home, receiving money from leaders of the terror organization abroad for the purposes of the mission and repeatedly going around his home to kill him

Second charge – against 4th, 7th, 8th, 17th, 18th and 19th defendants:

  • The offense of contravening article 32(1)(a) of the FDRE Penal Code of 2004 and article 7(1) of the Anti-Terrorism Proclamation (652/2009)
  • Participating in the offense by accepting through act and intent the commission and consequences of the offense, participating in a terrorist organization by being members of the Oromo Liberation Front (OLF), participating organizing themselves by cell structure and having assigned duty and responsibility, recruiting members, communicating with and receiving missions, training and money for the purposes of executing missions from leaders of the terror organization based abroad

Third charge – against 9th-16th defendants:

  • The offense of contravening article 32(1)(a) of the FDRE Penal Code of 2004 and article 7(1) of the Anti-Terrorism Proclamation (652/2009)
  • Participating in the offense by accepting through act and intent the commission and consequences of the offense, participating in a terrorist organization by being members of the Oromo Liberation Front (OLF), participating organizing themselves by cell structure and having assigned duty and responsibility, recruiting members, communicating with and receiving missions, training and money for the purposes of executing missions from leaders of the terror organization based abroad

Fourth charge – against 20th and 21st defendants:

  • The offense of contravening article 32(1)(a) of the FDRE Penal Code of 2004 and article 8 of the Anti-Terrorism Proclamation (652/2009)
  • Possessing property knowing or intending it to be used to committing or facilitating a terrorist act: 20th accused – on 28 May, 2015, receiving one AKS rifle and two hand bombs from 9th accused (Boki Eshetu) and hiding it the rifle in the ceiling of his home and the bombs in his backyard
