The Original Political divide in Ethiopia
The North (old Christian kingdom) – South (incorporated by conquest) distinction in Ethiopia was well reflected in the land tenure system during the imperial regime. The northern highland has enjoyed a rist right where all descendants of an individual are entitled to a usufruct right. As a result, landlordism and landlessness were rare in the North. The Southern land was considered as conquered land and divided among officials and warlords in the 19th and 20th century. The south lost two-thirds of their land and about 80% of the indigenous people become tenants who pay about 50% of their produce to the new landlords. This land entitlement has been the base for ranked “citizen vs subjects” division.
In 1975, the Socialist Derg has abolished this very exploitative land tenure system and implemented the land for the tiller policy which gave all peasants the same usufruct right that the Northern have been enjoying for about a century. But Derg did little to nothing to make Ethiopian citizenship the identity of all Ethiopians.
In 1991, TPLF/EPRDF has abolished the military junta and installed multinational federation where all nations, nationalities and people of Ethiopia can develop their culture, language and identities. But again TPLF did little to nothing on developing all-inclusive and non-ethnic Ethiopian citizenship identity.
As a result, Ethiopian citizenship has remained a subjective feeling that people have inherited with the rist right to date. This is because Ethiopia has never experienced a nation-building process. Moreover, there were historical injustices and unresolved grievances in relation to state formation that has been serving as an additional dividing line.
Therefore, it is clear that Ethiopian citizenship is not an all-inclusive political identity. Although it is not wrong to use Ethiopian citizenship as an organizational principle even with its current state, claiming that it is all-inclusive political identity is far from reality. Ethiopian citizenship is as partisan as any nationality in Ethiopia. Thus, it is imperative that Ethiopians start a dialogue before it is too late to develop an all-inclusive umbrella citizenship identity, incentivize people to identify themselves with their citizenship identity and afterwards use that as a political organizational principle.
