ከማንም በፊት የሀገሩን ጥቅም አሳልፎ የማይሰጠው ጀዋር ዛሬ ማጎሪያ ቤት ውስጥ ሲሆን ባንዳ የነበሩ ነፍጠኞች ዛሬ ግድቡ የእኔ ነው በማለት አደባባይ ወጥቶ ድብቅ አላማቸውን መቆጣጠር አቅቷቸው የኦሮሞን ህዝብ ስሳደቡ ውሏል።

ትምክህተኛ ቡድን ለራሱ ታሪክ አይሰራም። ሌላ ታሪክ እንዳይሰራ እንቅፋት ከመሆን ወደኋላ አይመለስም። ማደናቀፍ ካልቻለ ሌለ የሰራውን ታሪክ ይቀማል። የሆነውም ይሄው ነው።

The discourse on Provincial vs Ethnic Federalism in Ethiopia- what Somalis should know?

Ethiopia is political geography conceived in the aggressive empire-building project of Menelik II( 1889-1913).

After Menelik, Haile Selassie continued from where his predecessor left with devastating results.

After Haile Selassie was dethroned by the military Junta in 1974, Ethiopia entered new social order- Socialism.

Instead of addressing the discriminatory misrule of the empire, the junta leaders centralized power and put down anyone with the smallest dissents.

Between 1977 and 1991, the Ethiopian military leaders fought inter-state as well as intra-state wars.

In 1993, the Ethiopian empire lost Eritrea while the rest ushered in a new political order based on ethnic federalism.

In reality, the center remained the power, but there was some regional autonomy given to local governments to exercise.

Ethiopia is now in the post TPLF era where ethnic politics is at a tipping point. Furthermore, the current administration led by Abiye is accused by its political opponents of being an anti-federalist government favoring old centralist dispensation.

Amid in ethnic tensions in Ethiopia, there is a growing discourse pushed by elites who prefer provincial federalism over the current ethnic-based federalism.

The debate is provincial vs ethnic-based local governments.

Let me explain the difference between the two; the Provincial federalism is more on the geography rather than the ethnicity of the population.

In the case of ethnic-based federalism, the emphasis is on the ethnicity of the population.

Why one group prefers the ethnic over provincial and vice versa?

To answer this question, you need to understand the historical contestation between various ethnic groups within the empire.

Historically for the dominant Abyssinian groups, the Amhara in particular, any reference to an ethnic culture is anti-Ethiopian. On the other hand, other ethnic groups who were historically marginalized contest and resisted invented cultural & linguistic homogenization of Ethiopia, and prefer to revive their cultures.

Why would Somalis care about the debate between the two models?

I will argue we should care because if the centralist under the camouflage of provincial federalism wins the day, any hope of autonomy and self-rule would be a thing of the past.

Ethnic federalism is not a perfect political model, but it is by far the best model compared to the alternative.

The cultural and linguistic homogenization of Ethiopia only benefits one ethnic group and their co-opted elites- this must be resisted.

The alternative must be a multicultural and multi-national dispensation for a prosperous Ethiopia.
